Newbie Bashing

Newbie bashing is the term used to describe hitting someone significantly smaller than yourself with a fleet that's disproportionately large.

The game currently limits targets one can attack to 40% of own value. Though in previous rounds it used to be different. It was introduced in round 5 as a limit of 15%. A loophole in the limit is that unspent resources add less value than ships would if the resources were spent. This way they are smaller than they could be, giving them a chance to hit smaller planets.
