A Minister of development (or MoD) is a position in the galaxy, chosen by the galaxy commander. The MoD has control over the galaxy fund. He can set limits on which resources may be traded, donate resources to planets below the average score of the galaxy and trade resources in the fund on the open market (at a 10% exchange rate).
Additionally, like all other ministers, the MoD can update the overview and welcome messages, set the level of galaxy status access of planets and set the galaxy IRC channel and key. Ministers also have to agree before someone can be exiled.
