Cluster alliance

A cluster alliance is an alliance created within a cluster to prevent hostile actions within the cluster. This is done to keep a certain safety within the cluster as here people will have a lower ETA then outside the cluster. Importent to realize this is to gather information about the cluster members as soon as possible from different alliances so you can get a clear idea about the cluster from start and who to ally with. Ussually the cluster alliance in later stage gets more developed to one alliance or block alliance within the cluster to gather fast defense when needed.
