Distorter-whoring

This is a tactic, utilised rarely but sometimes with success, by a number of planets throughout Planetarion history. It involves the construction of large numbers of Structures#Wave_Distorter to the exclusion of virtually all other structures in order to prevent anyone from being able to scan you and discover your fleet make-up or be able to successfully scan you to check for defence if they are attacking you.
