Channel services are generally part of the network services available on a network. Common types of services include nickserv/chanserv/opserv and GNUWorld. The channels services are usually concerned with managing channels, giving ops etc.
On the NetGamers network, the bot P provides most user services. In order to use P you need to register with channel services. Once registered you can make use of various P commands and register channels.
P is managed by the Channel Services Comittee, csc. They can be found in #cservice if you have questions or problems with P. Alternativly, the command list contains most of what you'll need to know.
