A person's username is specified by themselves when they join an IRC network. If they are connecting from a unix or linux box it may be the same as their login name.
The username forms part of a peron's hostmask.
The Planetarion com unit (http://www.planetarion.com/chat.html) enables a user to change his username at will. (A message announcing the change will appear in all rooms that the person has open)
