An arbiter is a device for checking whether some given coords are valid targets or not. The name comes from Legion's first such device, a webpage that was simply called "the arbiter". The web interface is the most normal for arbiters, as it presents the easiest combination of database access, secure login and logging of look-ups. The ingame alliance features currently give access to a simple arbiter.
Advanced arbiter features include integration of intel and the dumpfiles.
