To ban someone you can either use channel services or set the ban mode directly if you have ops in the channel.

When someone is banned from a channel they may not normally join it, however, they must still be kicked from the channel if their presence is not required - a ban just stops them rejoining. An exception to this is when they are invited to the channel, as invite overrides +b, +k and +l.

If someone is in a channel and banned they may not change nick or speak unless they have ops or voice.
