An unregistered channel is one that's not registered with channel services. Untill a channel is registered it is considered to have no owner, so you can claim an unregistered channel even if someone else is using it (although, if registered just to annoy that someone else, you might find yourself in trouble).
Generally, if you use a channel regularly it's a good idea to register it.
